Shogun contributes to public transformation with the implementation of Paraíso Íntegro in Costa Rica.


At Shogun Monitor System, we reaffirm our commitment to ethics, transparency, and innovation applied to the public sector through the donation of the Paraíso Íntegro platform to the Municipality of Paraíso, in Cartago, Costa Rica.

Thanks to this initiative, the Municipality of Paraíso has become the first local government in the country to implement a digital whistleblowing channel that safeguards anonymity, setting a precedent in the modernization of integrity mechanisms at the municipal level.

At Shogun, we drive this action as part of our vision of actively contributing to institutional strengthening. The donation of Paraíso Íntegro responds to the goal of providing the municipality with a technological tool that facilitates the early detection of irregularities, promotes transparency, and strengthens citizen participation.

The platform operates through a specialized web portal, designed under strict standards of information security, confidentiality, and anonymity protection. Through this channel, employees, suppliers, and citizens can report potential unethical conduct or situations affecting public management, ensuring responsible, structured, and secure handling of the information.

From a technical perspective, Paraíso Íntegro is a solution aligned with international best practices in institutional integrity and compliance. The system enables the traceability of reports, risk analysis, and the generation of strategic information for decision-making, thereby strengthening the internal processes of the Municipality of Paraíso.
